Penting! 5 Hal yang Harus jadi Perhatian Pokja dalam Pembangunan Sanitasi Berkelanjutan di Daerah

Bogor – Dirjen Bina Bangda Kemendagri Teguh Setyabudi, mengingatkan fungsi kelompok kerja (Pokja) untuk membantu tugas kepala daerah mempercepat layanan sanitasi berkelanjutan di daerah.

Hal tersebut disampaikan Teguh pada acara Sosialisasi Pemendagri Nomor 87 tahun 2022 tentang Percepatan Pelayanan Sanitasi berkelanjutan di Daerah Tahun 2022-2024, di Lorin Hotel Bogor, Kamis, 9 Februari 2023.

“Sanitasi merupakan salah satu prioritas pembangunan daerah yang wajib dilaksanakan baik pemerintah provinsi, kabupaten, dan kota,” kata Teguh Setyabudi di sela-sela kegiatan.

Tujuan penyusunan Permendagri ini adalah untuk melaksanakan sinkronisasi, koordinasi, dan integrasi percepatan layanan sanitasi berkelanjutan di daerah, sekaligus sebagai upaya dalam mencapai target sanitasi dalam RPJMN 2020-2024.

Menurut teguh, dalam percepatan pelayanan sanitasi berkelanjutan daerah, terdapat lima hal yang perlu diperhatikan.

Pertama, koordinasi pembangunan sanitasi yang dilakukan oleh kepala daerah dibantu oleh Pokja di tingkat provinsi dan kabupaten/kota.

Kedua, pemerintah provinsi menyusun dan memutakhirkan Roadmap Sanitasi Provinsi (RSP), serta pemerintah kabupaten/kota menyusun dan memutakhirkan Strategi Sanitasi Kabupaten/Kota (SSK).

Ketiga, tambah Teguh, Roadmap Sanitasi Provinsi (RSP) dan Stabilitas Sistem Keuangan (SSK) yang telah disusun dan diintegrasikan ke dalam Rencana Pembangunan Daerah, baik menengah maupun tahunan.

Keempat, pemantauan, evaluasi, dan pelaporan disesuaikan dengan kewenangan di wilayahnya masing-masing. Kelima, pembinaan dan pengawasan yang dilakukan secara berjenjang.

Permendagri ini berlatar belakang adanya tantangan pembangunan sanitasi yang masih terjadi di daerah. Hal ini mencakup komitmen kepala daerah yang masih sangat beragam dalam menyikapi pembangunan sanitasi.

“Masih ada daerah yang belum memutakhirkan atau belum memiliki dokumen perencanaan strategis sanitasi baik di tingkat provinsi maupun kabupaten/kota. Serta belum mengintegrasikan dokumen tersebut ke dalam sistem perencanaan formal daerah,” tuturnya.

Tidak hanya itu, tantangan lainnya yakni belum optimalnya fungsi Pokja untuk membantu kepala daerah dalam melakukan tugas koordinasi pelaksanaan pembangunan sanitasi.

Juga yang tak kalah penting dari percepatan layanan sanitasi berkelanjutan di daerah yakni untuk mencapai target RPJMN tahun 2024, kontribusi pendanaan APBN, APBD Provinsi, APBD Kabupaten/Kota, maupun sumber-sumber pendanaan lainnya.

“Menjadi sangat penting untuk dikonsolidasikan sesuai dengan prioritas program dan kegiatan pembangunan sanitasi di masing-masing daerah,” ujarnya.

Teguh melanjutkan, pengelolaan sanitasi secara berkelanjutan harus dapat menjamin adanya skenario perbaikan dan percepatan pelaksanaan pembangunan berdasarkan rantai layanan sanitasi. Hal itu mencakup pelayanan persampahan dan layanan air limbah domestik sebagai sebuah pendekatan pembangunan sanitasi hulu-hilir.

Teguh berharap melalui gelaran acara ini, Pokja dapat menindaklanjuti skenario percepatan layanan sanitasi berkelanjutan di masing-masing daerah. Upaya itu sebagai aktualisasi peran Pokja membantu kepala daerah, sehingga pelaksanaan pembangunan sanitasi permukiman sesuai target RPJMN tahun 2024 dapat diwujudkan bersama-sama.
