JAKARTA, — Menteri Dalam Negeri memperpanjang masa PPKM wilayah Jawa dan Bali melalui Instruksi Menteri Dalam Negeri Nomor 12 Tahun 2022 yang akan berlaku mulai tanggal 22 s.d. 28 Februari 2022. Hal tersebut dilakukan sebagai salah satu langkah antisipatif penanggulangan Covid-19 ditengah merebaknya varian omicron di Indonesia, sekaligus sebagai bagian dari upaya transisi secara bertahap menuju endemi Covid-19 dengan tetap menerapkan prinsip kehati-hatian.

Di dalam pengaturan ini, berdasarkan hasil evaluasi atas Indikator Penyesuaian Upaya Kesehatan Masyarakat dan Pembatasan Sosial dalam Penanggulangan Pandemi COVID-19 yang ditetapkan oleh Menteri Kesehatan, terdapat 4 (empat) kota di wilayah Jawa-Bali yang ditetapkan menjadi Level 4, yaitu Kota Cirebon, Kota Magelang, Kota Tegal dan Kota Madiun.

Direktur Jenderal Bina Administrasi Kewilayahan, Safrizal ZA mengatakan di dalam keterangan persnya, bahwa perubahan jumlah daerah di dalam Inmendagri 12/2020 ini adalah tidak adanya daerah di Jawa Bali yang berada di Level 1 dari yang sebelumnya terdapat 4 daerah pada Inmendagri 10/2022.

Penurunan jumlah daerah juga terjadi di Level 2, yang saat ini terdapat 25 daerah dari yang sebelumnya 58 daerah. Kenaikan yang cukup tinggi justru terjadi di Level 3, dimana sebelumnya terdapat 66 daerah, namun pada Inmendagri 12/2022 ini menjadi 99 daerah. Begitu pula dengan daerah di Level 4, yang saat ini terdapat 4 daerah yang sebelumnya pada Inmendagri 10/2022 tidak ada.

Safrizal yang juga menjabat sebagai Wakasatgasnas Covid-19 menjelaskan secara detail bahwa pengaturan di dalam Inmendagri 12/2022 terdapat pembatasan kegiatan masyarakat di wilayah dengan Level 4, yaitu:

1. Kegiatan pada sektor non esensial dapat beroperaasi 25% WFO (Work From Office) bagi pegawai yang sudah divaksin;

2. Industri orientasi ekspor dapat beroperasi 75% staf untuk setiap shift di fasilitas produksi/pabrik, dan 25% pelayanan administrasi perkantoran dengan menerapkan protokol kesehataan yang ketat;

3. Perhotelan non karantina dapat beroperasi dengan melakukan skrining menggunakan aplikasi PeduliLindungi dengan kapasitas 50%, serta 25% untuk penggunaan ballroom/fasilitas kebugaran/ruang rapat;

4. Restoran/rumah makan, kafe, supermarket, hypermarket, pasar tradisional, toko kelontong, pasar swalayan yang menjual kebutuhan sehari-hari, hingga kegiatan pada pusat perbelanjaaan dapat beroperasi hingga Pukul 21.00 dengan kapasitas pengunjung maksimal 50%. Khusus bagi supermarket, hypermarket dan pusat perbelanjaan, perlu dilakukan skrining menggunakan aplikasi PeduliLindungi, dan hanya pengunjung dengan kategori hijau yang dapat diijinkan masuk;

5. Sedangkan untuk restoran/rumah makan dan kafe dengan jam operasional mulai dari Pukul 18.00 s.d. Pukul 00.00 dapat beroperasi dengan kapasitas maksimal 25%;

6. Pasar rakyat yang menjual barang non kebutuhan sehari-hari tetap diijinkan beroperasi namun hanya sampai Pukul 20.00;

7. Tempat bermain anak-anak dan tempat hiburan dapat beroperasi dengan kapasitas maksimal 35%, kecuali untuk bioskop maksimal 25% dari kapasitas;

8. Pusat kebugaran/gym dapat beroperasi maksimal 25% dari kapasitas;

9. Fasilitas umum dan tempat kegiatan seni, budaya, olahraga dan sosial kemasyarakatan dapat beroperasi maksimal 25%, sedangkan untuk operasional tempat ibadah dapat melaksanakan aktivitas maksimal 50%;

10. Resepsi pernikahan dapat diadakan dengan maksimal 25% dari kapasitas ruangan dan tidak mengadakan makan di tempat dengan menerapkan protokol kesehatan secara lebih ketat; dan

11. Anak-anak dibawah usia 12 tahun dapat melakukan aktivitas di tempat umum dengan didampingi orang tua, dan khusus bagi anak usia 6 s.d. 12 tahun wajib menunjukkan bukti vaksinasi dosis pertama.

“Terhadap adanya kecenderungan peningkatan level daerah perlu disikapi dengan upaya 3T yang intensif, sekaligus mengarahkan orang yang bergejala ringan atau sedang untuk melalukan isolasi mandiri atau isolasi terpusat, untuk memastikan kendali di sektor hilir rumah sakit tidak mengalami tekanan dan peningkatan yang eksponensial. Hal ini dapat terwujud bila Posko Desa/Kelurahan bergerak aktif di sektor mikro,” tambah Safrizal.

“Mencermati kondisi dewasa ini, pemerintah daerah harus terus melakukan percepatan vaksinasi dosis kedua dan menggencarkan vaksin booster yang paralel dengan upaya edukasi berkelanjutan dalam penegakan disiplin protokol kesehatan bagi seluruh elemen masyarakat,” pungkas Safrizal ZA.
