Ketua DPR RI Puan Maharani menegaskan, aksi sindikat mafia pupuk bersubsidi sudah tidak bisa dibiarkan. Ia meminta Pemerintah bekerja sama dengan pihak kepolisian, segera menumpas tuntas para mafia pupuk subsidi.
“Setiap saya kunjungan ke daerah, masalah pupuk subsidi ini adalah persoalan yang selalu dikeluhkan petani. Ini sudah menjadi masalah klasik yang sampai sekarang belum juga terselesaikan,” kata Puan, Jumat (28/1/2022).
Masalah pupuk subsidi yang selalu dikeluhkan petani kepada Puan mulai dari persediaannya yang langka, hingga harganya yang jauh di atas harga eceran tertinggi (HET). Puan pun geram dengan praktik-praktik mafia pupuk bersubsidi yang membuat petani kesulitan.
“Praktik mafia pupuk bersubsidi telah menyengsarakan petani kecil di lapangan. Praktik ini mengakibatkan mereka sulit mencari pupuk bersubsidi, kalaupun bisa mendapat pasti harganya di atas HET,” ujarnya.
“Praktik mafia ini telah merampas hak petani kecil yang adalah pahlawan pangan bangsa,” sambung Puan.
Menurut Puan, persoalan pupuk subsidi masih menjadi pekerjaan rumah yang tak kunjung selesai. Kelangkaan pupuk subsidi diakibatkan karena praktik penyelewengan yang dilakukan sindikat mafia secara terstruktur.
Para mafia melakukan penyelewengan pupuk subsidi mulai dari perencanaan seperti penyusunan alokasi dan penentuan distributor. Kemudian dari sisi distribusi hingga penyaluran ke tangan petani.
Mantan Menko PMK itu pun menyoroti temuan Ombudsman Republik Indonesia (RI) mengenai manipulasi data Rencana Definitif
Kebutuhan Kelompok (RDKK) tani. Puan menyebut, manipulasi data ini yang akhirnya membuat pupuk bersubsidi tidak tepat sasaran.
“Perlunya audit total penyaluran pupuk bersubsidi yang sudah disusupi praktik mafia. Jangan lagi ada data warga yang sudah meninggal atau mereka yang tidak berhak, masuk dalam RDKK,” tuturnya.
Ombudsman melaporkan, ada 369.688 warga yang meninggal dunia masuk data awal
RDKK tahun 2021. Selain itu, ada juga temuan warga yang masih remaja masuk ke dalam RDKK.
“Temuan ini menjadi indikasi bahwa validasi data tidak dilakukan dengan ketat. Karena data tidak akurat, alokasi pupuk jadi tidak tepat sasaran. Petani yang berhak akhirnya tidak bisa mendapatkan hak atas pupuk bersubsidi,” ungkap Puan.
Berbagai laporan mengungkap, pupuk bersubsidi banyak bocor ke jalur tidak resmi dan dikuasai tengkulak, calo, joki, hingga juragan pupuk yang bukan bagian dari jalur distribusi resmi. Puan menyatakan, praktik penyelewangan pupuk subsidi sudah menjadi masalah serius yang harus segera dibereskan.
“Pengawasan dan penindakan di lapangan oleh KP3 (Komisi Pengawas Pupuk dan Pestisida) tidak boleh main-main. Kami di DPR juga akan terus mengawal. Sikat habis mafia pupuk bersubsidi tanpa pandang bulu demi kesejahteraan petani,” tegas Cucu Proklamator Bung Karno tersebut.
Kepada para petani, Puan berpesan untuk aktif mengawal penyaluran pupuk subsidi. Ia juga mengingatkan agar petani dan pengurus kelompok tani tidak tergoda iming-iming keuntungan dari penyelewengan pupuk bersubdisi.
“Karena pada akhirnya, yang dirugikan adalah kawan-kawan petani sendiri. Mari kita bersatu padu memberantas mafia pupuk bersubsidi karena petani adalah motor ketahanan pangan kita semua,” tutup Puan. (Sfn)
