Pecatu – Teori Abraham Maslow tentang trickle down effect, dengan penuh canda diurai untuk menggambarkan ekspektasi masyarakat oleh Ditjen Dukcapil Kemendagri Zudan Arif Fakrulloh. Teorinya secara garis besar menyebutkan, kebutuhan masyarakat seperti gelas yang terus diisi air. Kalau gelasnya penuh, isinya akan menetes dan membasahi ke mana-mana.

“Teori Maslow itu terbantahkan. Sebab kalo gelasnya terus diisi, airnya bukan meluber, tetapi gelasnya terus bertambah tinggi, dan airnya tidak pernah penuh. Ternyata, ekspektasi masyarakat bertambah-tambah terus,” kata Dirjen Zudan saat mengunjungi pelayanan adminduk di desa percontohan Perbekel Pecatu, Jl. Raya Uluwatu Pecatu, Pecatu, Kecamatan Kuta Selatan, Kabupaten Badung, Bali, Kamis (2/3/2023).

Itulah yang dialami oleh Ditjen Dukcapil dalam memberikan pelayana adminitrasi kependudukan. Awalnya pelayanan Dukcapil berbayar, dan masyarakat keberatan. Pelayanan berbayar itu kemudian dihapus, menjadi gratis di UU Adminduk (Perubahan) No. 24 tahun 2013. “Sekarang sudah gratis semuanya, masyarakat masih belum puas minta layanan lebih cepat. SOP pelayanan selesai 14 hari kita potong menjadi sehari jadi.”

Puas? Ternyata masyarakat masih belum puas. Mereka minta layanan dokumen kependudukan diantar sampai ke rumah. Lahirlah sistem deliveri dokumen kependudukan dikirim via pos atau melalui ojol. Masih ditambah layanan online dan cetak dokumen mandiri. Dokumen kependudukan dikirim ke e-mail atau ponsel pemohon. Sehingga dokumen bisa dicetak dimana saja kapan saja dengan kertas putih dan QR code. Itulah, kata Zudan, cara Dukcapil menerjemahkan “melayani sampai ke pintu rumah penduduk”.

“Jadi sekali lagi saya tekankan jangan pernah berhenti untuk bertumbuh, kembangkan inovasi terus menerus.”

Terakhir, Zudan menitipkan pesan ke seluruh lapisan masyarakat. “Tolong sosialisasikan ke warga masyarakat, Dukcapil itu bukan lembaga super yang serba tahu. Mengapa orang meninggal masih dapat bansos? Mengapa masih ada di DPT? Sebab, yang meninggal tidak dilaporkan ke Disdukcapil.”

Dirjen Zudan meminta betul, semua yang terjadi di masyarakat terkait adminduk harus dilaporkan, agar datanya masuk dalam sistem. “Yang meninggal, pindah domisili harus dilaporkan ke Disdukcapil. Makanya pelayanan di Disdukcapil itu berbasis pelaporan masyarakat,” demikian Zudan Arif Fakrulloh Dirjen Dukcapil Kemendagri. Dukcapil***
