JAKARTA — Rapat Kerja Lanjutan Komite I DPD RI bersama Mendagri salah satunya kembali membahas terkait Agenda Pemilu 2024.
Ketua Komite I, Fachrul Razi kembali menegaskan dihadapan Mendagri Jadwal Pemilu sudah final. “Pemungutan suara pada Pemilu 2024 disepakati akan digelar pada 14 Februari 2024. Jadwal ini merupakan hasil kesepakatan antara Komisi II DPR RI bersama Pemerintah, Komisi Pemilihan Umum (KPU) dan Badan Pengawas Pemilihan Umum (Bawaslu). Komisi pun telah membuat rancangan tahapan dan jadwal pemilu,” ujar Fachrul Razi di Ruang Rapat Sriwijaya, Gedung DPD RI, Komplek Senayan, (22/3/22).
Fachrul Razi mengatakan wacana penundaan Pemilu sudah saatnya diakhiri, agar jangan menjadi kepentingan elit mencari popularitas dan “cari muka” kepada Presiden. “DPD RI dan Mendagri sepakat Pemilu tepat waktu dan sesuai dengan konstitusi,” tegas Fachrul Razi.
KPU mengusulkan masa kampanye selama 120 hari, yakni mulai 14 Oktober 2023 hingga 11 Februari 2024. Sementara pemerintah mengusulkan masa kampanye lebih singkat, yakni maksimal 90 hari atau tiga bulan. Dengan masa kampanye yang lebih singkat ini dinilai lebih efektif dan efisien serta mengurangi potensi konflik di tengah masyarakat.
Komite I DPD RI meminta Kementerian Dalam Negeri RI lebih mengoptimalkan Aparatur Sipil Negara dalam pengangkatan Pejabat Daerah (PJ) Kepala Daerah yang akan habis masa baktinya sebelum pelaksanaan Pemilu dan Pilkada Serentak Tahun 2024 sesuai dengan peraturan perundang-undangan dengan memperhatikan politik lokal dan kebutuhan daerah.
Hal ini merupakan salah satu dari 4 (empat) kesimpulan Rapat Kerja Komite I DPD RI dengan Menteri Dalam Negeri RI berkaitan dengan pengawasan Otonomi Khusus Papua, Otonomi Khusus Aceh, Penataan Daerah, dan Pejabat Kepala Daerah.
Rapat Kerja ini dipimpin oleh Fachrul Razi (Ketua Komite I), didampingi oleh Filep Wamafma (Wakil Ketua I) dan Ahmad Bastian (Wakil Ketua III). Rapat Kerja yang diselenggarakan secara fisik dan daring ini dihadiri oleh sejumlah anggota Komite I antara lain: Hilmy Muhammad (DIY); Husein Alting Sjah (Maluku Utara), Eny Sumarni (Jabar); Otopipanus P. Tebay (Papua); Hudarni Rani (Babel), Agustin Teras Narang (Kalteng), Lily Salurapa (Sulawesi Selatan), Ahmad Sukisman Azmy (NTB), Maria Goreti (Kalbar), Jialyka Maharani (Sumsel); Abraham Liyanto (NTT); Jimly Asshiddiqie (DKI Jakarta), Habib Ali Alwi (Banten), dan Arya Wedakarna (Bali).
Sedangkan dari Kemendagri RI dihadiri langsung oleh Menteri Dalam Negeri, Tito Karnavian, Sekjen Kemendagri, sejumlah Dirjen Kemendagri, beserta jajarannya.
Terkait pembahasan Otsus Papua, Senator Razi menjelaskan bahwa Rapat Kerja dengan Kemendagri RI ini bertujuan untuk mendapat penjelasan mengenai implementasi Undang-Undang Nomor 2 tahun 2021 tentang Otsus Papua khususnya tentang Pemekaran Papua, rencana revisi Undang-Undang Nomor 11 Tahun 2006 tentang Pemerintahan Aceh, penyelesaian RPP Penataan Daerah dan RPP Desartada, dan pengangkatan Pejabata (Pj) dalam Pilkada Serentak tahun 2024.
Sementara itu, Tito menegaskan bahwa ada beberapa hal penting yang berubah dalam Undang-Undang Nomor 2 Tahun 2021 tentang Otsus Papua, antara lain tentang penambahan dana otsus menjadi 2,25% dan mekanisme pemekaran daerah yang bersifat top down. Mekanisme ini dipilih untuk mempercepat pembangunan dan mempercepat birokrasi mengingat wilayah yang luas untuk mengejar ketertinggalan.
Untuk Otsus Aceh, pelaksanaannya sampai dengan saat ini belum optimal untuk meningkatkan kesejateraan masyarakat aceh dikarenakan adanya berbagai macam permasalahan antara lain: permasalahan dana bagi hasil (minyak, gas); permasalahan tata kelola pemerintahan serta harmonisasi program pusat dan daerah.
Berkaitan dengan Penataan Daerah, bahwa Desain Besar Penataan Daerah merupakan bagian dari upaya menciptakan Penataan Daerah yang lebih terarah dan teratur mengingat banyak usulan Pemekaran Daerah yang muncul sementara adanya keterbatasan alokasi anggaran yang dimiliki Pemerintah. Dan terkait dengan pelaksanaan Pilkada yang diselenggarakan serentak dengan Pemilu tahun 2024, maka diperlukan adanya pengangkatan Pejabat (Pj) kepala daerah untuk mengisi kekosongan jabatan 272 Kepala Daerah.
Rapat Kerja ini pada akhirnya menghasilkan kesimpulan sebagai berikut:
1. Komite I DPD RI meminta Menteri Dalam Negeri RI agar dalam kebijakan pemekaran daerah di tanah Papua harus memperhatikan aspirasi Orang Asli Papua (OAP) dengan menggunakan pendekatan sosial, budaya dan adat istiadat.
2. Komite I DPD RI sepakat dengan Menteri Dalam Negeri RI bahwa dibutuhkan evaluasi dan penyempurnaan tata kelola pemerintahan serta harmonisasi program Kementerian/Lembaga dengan Pemerintah Daerah dalam pelaksanaan otonomi khusus Aceh yang tepat sasaran untuk meningkatkan kesejahteraan masyarakat Aceh.
3. Komite I DPD RI sepakat dengan Menteri Dalam Negeri RI untuk melakukan evaluasi terhadap daerah otonom baru yang sudah berjalan dan Kementerian Dalam Negeri bersama dengan jajaran Pemerintahan akan menyusun Desertada dengan meminta masukan dari Komite I DPD RI. Komite I juga mendukung keberadaan Forum Komunikasi Penataan Daerah sebagai bentuk partisipasi publik dalam melakukan sosialisasi dan kebijakan pemerintah.
4. Komite I DPD RI meminta Menteri Dalam Negeri RI dalam pengangkatan Pejabat (Pj) Kepala Daerah lebih mengoptimalkan ASN sesuai dengan peraturan perundang-undangan dengan memperhatikan politik lokal dan kebutuhan daerah.(otonominews)
