YOGYAKARTA – Direktur Jenderal Bina Pembangunan Daerah Kementerian Dalam Negeri Teguh Setyabudi mengatakan baru-baru ini pemerintah mengeluarkan Undang-Undang Nomor 1 Tahun 2022 tentang Hubungan Keuangan antara Pemerintah Pusat dan Pemerintahan Daerah, sesuai amanat Pasal 130 ayat 1 menyatakan bahwa Dana Alokasi Umum (DAU) digunakan untuk memenuhi pencapaian SPM berdasarkan tingkat capaian kinerja layanan daerah.

Selanjutnya, pada Pasal 141 ayat 1 dan Pasal 144 ayat 2 menyatakan bahwa Pemerintah Daerah menyusun program pembangunan daerah berorientasi pada pemenuhan SPM dan belanja daerah untuk pemenuhan kebutuhan pencapaian SPM.

Hal tersebut diungkapkan Teguh saat membuka kegiatan asistensi penyusunan dokumen Rencana Aksi penerapan Standar Pelayanan Minimal (SPM) di daerah otonomi baru Provinsi Papua Pegunungan, Selasa (11/10/2022) di Aveon Hotel Yogyakarta.

“Pelaksanaan urusan wajib pelayanan dasar yang dilaksanakan dengan SPM diharapkan akan menjamin terwujudnya hak-hak individu masyarakat serta dapat menjamin akses untuk mendapatkan pelayanan dasar yang wajib diselenggarakan oleh pemerintah daerah sesuai ketetapan peraturan perundang-undangan yang berlaku,” jelas Teguh.

Berkaitan dengan pemenuhan SPM di daerah, pada Pasal 12 ayat (1) Undang-Undang Nomor 6 Tahun 2021 Tentang Anggaran Pendapatan dan Belanja Negara Tahun Anggaran 2022, bahwa DAK Fisik adalah dana APBN kepada daerah untuk membantu mendanai kegiatan yang merupakan urusan daerah dan sesuai dengan Prioritas Nasional, berupa penyediaan sarana dan prasarana pelayanan dasar publik, baik untuk pemenuhan SPM dan pencapaian PN maupun percepatan pembangunan daerah dan kawasan dengan karakteristik khusus dalam rangka mengatasi kesenjangan pelayanan publik antardaerah.

Kementerian Dalam Negeri, kata Teguh, telah memberikan dukungan regulasi untuk pelaksanaan SPM yaitu Permendagri Nomor 59 Tahun 2021 tentang Penerapan Standar Pelayanan Minimal yang merupakan pengganti dari Permendagri Nomor 100 tahun 2018 tentang Penerapan SPM, Permendagri Nomor 81 Tahun 2022 tentang Pedoman Penyusunan RKPD Tahun 2023, Permendagri Nomor 84 Tahun 2022 tentang Pedoman Penyusunan APBD Tahun Anggaran 2023, Permendagri Nomor 90 Tahun 2019 tentang Klasifikasi, Kodefikasi, dan Nomenklatur Perencanaan Pembangunan dan Keuangan Daerah, Jo. Kepmendagri 050-5889-2021 tentang Hasil Verifikasi, Validasi dan Inventarisasi Pemutakhiran Klasifikasi, Kodefikasi dan Nomenklatur Perencanaan Pembangunan dan Keuangan Daerah.

Sementara itu, kementerian/lembaga teknis juga menindaklanjuti hal tersebut dengan mengeluarkan Permenteknis terkait SPM yaitu Permendikbud Nomor 32 Tahun 2022 untuk bidang Pendidikan, Permenkes Nomor 4 Tahun 2019 bidang Kesehatan, PermenPUPR Nomor 29 Tahun 2018 bidang Pekerjaan Umum dan Perumahan Rakyat, Permensos 9 Tahun 2018 bidang Sosial dan Permendagri 121 Tahun 2018 Sub Bidang Trantibum, Permendagri 101 Sub Bidang Bencana dan Permendagri 114 Tahun 2018 Sub Bidang Kebakaran.

Teguh mengatakan Kementerian Dalam Negeri melalui Ditjen Bina Pembangunan Daerah melakukan asistensi dalam penyusunan Rencana Aksi penerapan SPM daerah, khususnya daerah otonomi baru Provinsi Papua Pegunungan sebagai langkah dan upaya percepatan pelaksanaan penerapan SPM di daerah.

“Dokumen Rencana Aksi merupakan roadmap pelaksanaan penerapan SPM dan sebagai alat ukur komitmen penyelenggaraan SPM di daerah,” jelas Teguh.

Penyusunan Rencana Aksi ini diharapkan memberikan manfaat yang besar kepada pemerintah daerah. Pertama, sebagai alat koordinasi dalam penerapan dan pencapaian SPM. Kedua, pedoman dalam perencanaan dan penganggaran penyusunan rencana tahunan penerapan SPM. Ketiga, pedoman monitoring dan evaluasi penerapan SPM. Keempat, pedoman pelaporan penerapan SPM dan memberikan umpan balik serta rekomendasi bagi penyusunan rencana aksi periode selanjutnya.

“Melalui pertemuan ini, diharapkan dapat meningkatkan kapasitas pemerintah daerah, khususnya dalam penerapan SPM, serta memberikan manfaat yang besar bagi pembangunan urusan wajib pelayanan dasar di daerah,” pungkas Teguh.

Sementara itu, Sekretaris Ditjen Bina Pembangunan Daerah Sri Purwaningsih menambahkan tujuan asistensi penyusunan dokumen Rencana Aksi Penerapan SPM di daerah otonomi baru Provinsi Papua Pegunungan yaitu meningkatkan pemahaman kepada perangkat daerah dalam menyusun Rencana Aksi Penerapan SPM di daerah serta melakukan pembinaan umum dan teknis pelaksanaan penerapan SPM.

Peserta kegiatan terdiri dari Tim Penerapan SPM provinsi dan kabupaten/kota Daerah Otonomi Baru (DOB) Provinsi Papua Pegunungan; Kepala Bappeda dan Kepala Biro/Bagian Tata Pemerintahan Provinsi dan Kabupaten/Kota Wilayah Kalimantan, dan D.I Yogyakarta; serta Tim Sekretariat Bersama SPM
