KAMIS 2 MARET 2023

1. Kelompok Kriminal Bersenjata (KKB) menembak Komandan Distrik Militer 1715/Yahukimo dan tiga prajurit di Distrik Deikai, Ibukota Kabupaten Yahukimo, Papua Pegunungan pada Rabu (1/3) sore waktu setempat, dan mengakibatkan salah satu prajurit gugur. Respon Ketua MPR RI:

A. Menyampaikan rasa dukacita yang mendalam atas gugurnya salah satu prajurit saat bertugas, sekaligus mengecam keras penyerangan yang dilakukan KKB tersebut. MPR meminta pemerintah serta aparat untuk lebih meningkatkan kewaspadaan khususnya dalam melaksanakan tugas pengamanan di wilayah Papua.

B. Meminta pemerintah dan aparat TNI-Polri untuk mengambil sikap tegas dalam memberantas berbagai aksi dan serangan dari KKB, disamping mengevaluasi dan menentukan strategi yang tepat dalam menjaga keamanan di wilayah Papua juga NKRI. Mengingat, banyaknya rangkaian aksi kekerasan juga teror yang telah dilakukan KKB yang mengganggu keamanan di wilayah setempat.

C. Meminta aparat TNI-Polri terus bersinergi untuk menghentikan aksi teror KKB di wilayah Papua, dengan meningkatkan kegiatan patroli khususnya di wilayah yang memiliki kerawanan konflik yang tinggi, serta menambah jumlah personel aparat guna meminimalisir aksi penyerangan oleh KKB disamping untuk menciptakan situasi yang aman serta kondusif di Papua.

D. Meminta komitmen pemerintah dan TNI-Polri untuk terus mengedepankan langkah membangun perdamaian diatas Tanah Papua, dengan terus membuka ruang dialog bersama antara kedua belah pihak yang berkonflik, sehingga diharapkan bisa mengakhiri kekerasan bersenjata maupun konflik yang sudah berlangsung lebih dari 50 tahun di tanah Papua.

2. Tingginya intensitas jajan berpotensi besar menimbulkan kerawanan di bidang kesehatan. Penyebabnya, kegiatan jajan secara konsisten itu menjadi salah satu penyumbang terbesar KLB keracunan pangan di Indonesia. Respon Ketua MPR RI:

A. Menilai konsumsi jajanan di kalangan anak sekolah tersebut sudah selayaknya menjadi prioritas perhatian semua pihak. Karenanya, diperlukan sinergi dan upaya bersama lembaga pendidikan serta orang tua untuk mewujudkan keamanan pangan bagi anak sekolah. Mengingat, secara rata-rata kegiatan jajan menyumbang 23,36 persen dari total keracunan pangan yang terjadi pada 2019-2022.

B. Meminta pemerintah agar dapat mencontoh negara lain khususnya Jepang dalam hal menjaga keamanan PJAS. Seperti dengan mewajibkan sekolah-sekolah untuk menyediakan makan siang bagi murid/siswa, namun didukung oleh subsidi yang diberikan pemerintah kepada institusi pendidikan. Dengan begitu, pengawasan serta kontrol terhadap keamanan pangan anak sekolah menjadi lebih mudah dilakukan.

C. Meminta pemerintah bersama BPOM untuk juga memberikan pemahaman dan edukasi kepada masyarakat, khususnya orang tua dan kelompok anak usia sekolah mengenai pemilihan tempat jajanan sehat dan aman. Sehingga diharapkan, dapat menambah kewaspadaan anak-anak dan mengurangi kebiasaan jajan sembarangan.

D. Meminta pemerintah bersama BPOM untuk berupaya melakukan kontrol penuh terhadap higienitas dan keamanan produk pangan olahan. Salah satunya dengan secara berkala melakukan operasi produk jajanan khususnya di lingkungan sekolah guna memastikan higienitas dan keamanan pada sejumlah produk jajanan yang dijajakan oleh pedagang.

E. Meminta komitmen pemerintah untuk terus berupaya seoptimal mungkin menjaga keamanan pangan yang beredar di masyarakat, salah satunya melalui Gerakan Aksi Nasional Pangan Jajanan Anak Sekolah (PJAS) yang diintegrasikan dengan program Gerakan Masyarakat Hidup Sehat (GERMAS) sejak 2011.

3. Fenomena cuaca El Nino diproyeksikan akan membawa cuaca lebih kering di tahun 2023 ini, secara spesifik Badan Meteorologi, Klimatologi, dan Geofisika/BMKG menyampaikan bahwa fenomena El Nino akan muncul pada semester II- 2023. Respon Ketua MPR RI:

A. Meminta pemerintah terus berkoordinasi dengan BMKG untuk memantau fenomena cuaca El Nino yang berpotensi terjadi di tahun 2023 ini agar bisa dilakukan strategi mitigasi yang tepat.

B. Meminta pemerintah memetakan potensi dampak dari fenomena El Nino, diantaranya kemarau yang panjang dan mengakibatkan kekeringan di seluruh area pertanian dan hutan, sehingga perlu dilakukan langkah kesiapan, preventif, maupun strategi penanganan yang tepat agar meminimalisir dampak dari fenomena cuaca El Nino. MPR menyarankan pemerintah bisa mulai mempersiapkan cadangan makanan pokok, misalnya beras, untuk mengantisipasi paceklik pangan.

C. Meminta pemerintah mengupayakan percepatan masa tanam dan meningkatkan produksi tanaman yang menghasilkan komoditas pangan pokok, seperti padi, agar hasil produksi tersebut bisa mencapai sasaran produksi yang telah ditetapkan pemerintah.

D. Meminta Pemerintah bekerja sama dengan masyarakat, dalam hal ini petani, untuk memperbanyak dan mengembangkan varietas padi ataupun tanaman yang menghasilkan komoditas pangan pokok lainnya, yang bisa ditanam di area dengan debit air yang lebih sedikit. MPR meminta pemerintah memanfaatkan dan memberdayakan lahan basah sebagai sawah atau area tanam.

E. Meminta pemerintah secara rutin melakukan pengecekan saluran imigrasi, waduk, dan situ, dikarenakan saluran-saluran tersebut merupakan area yang bisa dioptimalkan fungsinya dalam menghadapi ancaman kekeringan ketika terjadi bencana El Nino.
