RESPON ISU AKTUAL KETUA MPR RI BAMBANG SOESATYO RABU 14 JUNI 2023

1. Kementerian Perhubungan (Kemenhub) menerbitkan ketentuan terbaru untuk naik pesawat terbang per 12 Juni 2023 yang tertuang didalam Surat Edaran Nomor 16 Tahun 2023 tentang Protokol Kesehatan Pelaku Perjalanan Orang dengan Transportasi Udara pada Masa Transisi Endemi Covid-19. Respon Ketua MPR RI:

A. Mendukung langkah pemerintah dalam hal ini Kemenhub yang langsung bergerak cepat membuat dan menerbitkan aturan turunan dalam masa transisi menuju endemi Covid-19 ini. Diharapkan, pihak-pihak terkait juga dapat segera menyosialisasikannya ke masyarakat luas.

B. Meminta Kemenhub bekerja sama dengan pihak imigrasi dalam memantau serta mengawasi para pelaku perjalanan khususnya pelaku perjalanan luar negeri/internasional yang masuk ke dalam negeri agar benar-benar mematuhi aturan atau ketentuan terbaru yang berlaku terkait prokes pada masa transisi endemi Covid-19. Pasalnya, di negara lain masih terdeteksi kasus-kasus aktif Covid-19.

C. Meminta Kemenhub agar juga mempertimbangkan aturan/ketentuan terkait prokes di masa transisi endemi Covid-19 untuk pengguna transportasi darat hingga laut. Dengan begitu, target pemerintah dalam mengadaptasikan masa transisi endemi di tanah air dapat berjalan sesuai harapan.

D. Meminta pemerintah agar dapat memasukkan wajib vaksin Covid-19 kedalam ketentuan para pelaku perjalanan baik udara, laut maupun darat. Pasalnya, vaksinasi Covid-19 dinilai mampu menurunkan angka kasus aktif Covid-19 hingga angka kematian akibat Covid-19 karena kemampuannya dalam membentuk kekebalan kelompok.

2. Jelang Hari Raya Kurban, di sejumlah daerah masih ditemukan hewan ternak yang terinfeksi virus Lumpy Skin Disease (LSD). Respon Ketua MPR RI:

A. Meminta pemerintah dalam hal ini Direktorat Jenderal Peternakan dan Kesehatan Hewan Kementerian Pertanian bekerja sama dengan Dinas Peternakan dan Kesehatan Hewan untuk segera mendata hewan-hewan ternak yang teridentifikasi terinfeksi virus LSD. Agar dapat segera mendapatkan penanganan yang tepat, baik mulai dari pemberian vaksin LSD hingga penanganan lainnya yang dibutuhkan sehingga kasus LSD pada hewan ternak tidak terus meluas ke daerah lainnya.

B. Meminta pemerintah daerah melalui Dinas terkait bersama tim dokter hewan yang bertugas agar dapat menggencarkan pemeriksaan kesehatan terhadap seluruh hewan ternak, dalam hal ini sapi dan kerbau guna memastikan kondisi kesehatan para hewan tersebut sehat dan layak atau aman sebagai hewan kurban. Disamping, pemda dan aparat agar terus memperketat pengawasan lalu lintas hewan ternak di setiap perbatasan daerah guna mencegah masuknya hewan ternak dalam kondisi terinfeksi virus/penyakit.

C. Meminta Kementan melalui Dinas Peternakan dan Kesehatan Hewan untuk terus memantau dan melaporkan kasus LSD yang ditemukan, disamping berupaya memasifkan sosialisasi pencegahan, seperti menjaga kebersihan kandang hewan. Mengingat, penyakit LSD pada hewan ternak ini penularannya melalui vektor salah satunya lalat caplak atau nyamuk yang kerap bersarang di tempat/kandang yang kotor.

D. Meminta pemda dan Dinas teekait untuk terus mengingatkan para peternak sapi maupun kerbau agar tetap waspada dan terus memantau kondisi kesehatan ternaknya masing-masing, serta segera melaporkan ke petugas medis veteriner terdekat apabila ada indikasi hewan ternak terinfeksi LSD. Sehingga penanganan serta pengobatan yang cepat dan tepat dapat segera diberikan oleh Dinas terkait.

3. Kementerian Energi dan Sumber Daya Mineral/ESDM yang menargetkan konversi motor berbahan bakar minyak atau BBM menjadi motor listrik sebanyak 50.000 unit pada 2023 dan 150.000 unit di 2024, masih mengalami sejumlah kendala. Respon Ketua MPR RI:

A. Meminta pemerintah, dalam hal ini Kementerian ESDM, untuk mulai menyusun strategi dalam membentuk ekosistem kendaraan listrik, termasuk turunannya, yaitu pasar motor listrik bekas, guna memastikan motor listrik memiliki harga jual kembali.

B. Meminta pemerintah, dalam hal ini Kementerian ESDM mengevaluasi harga converter kit di pasaran yang masih tergolong tinggi, dikarenakan hal tersebut membuat sebagian masyarakat lebih memilih motor listrik keluaran terbaru, atau motor konvensional yang memiliki harga lebih terjangkau.

C. Meminta pemerintah, dalam hal ini Kementerian ESDM, menyusun roadmap secara komprehensif terhadap program konversi motor dengan BBM menjadi motor listrik agar target dari konversi tersebut bisa tercapai tepat sasaran, tanpa merugikan atau menyulitkan masyarakat, utamanya dalam hal biaya konversi.

D. Meminta pemerintah, dalam hal ini Kementerian ESDM untuk terus menekan biaya konversi motor listrik sampai semurah mungkin dan bisa terjangkau oleh masyarakat luas, tanpa harus mengurangi kualitas secara signifikan. MPR meminta program ini harus dijalankan dengan sifat win win solution, mengingat salah satu tujuannya adalah dalam rangka mendukung lingkungan yang lebih ramah lingkungan.

E. Meminta pemerintah, dalam hal ini Kementerian ESDM berkoordinasi dengan Kementerian Lingkungan Hidup dan Kehutanan/KLHK, untuk membahas terkait dampak limbah yang berpotensi muncul akibat konversi kendaraan BBM menuju kendaraan listrik ini, agar dapat ditemukan solusi terbaik untuk tetap menciptakan lingkungan yang lebih baik dan sehat.
