Jakarta – Kementerian Dalam Negeri (Kemendagri) melalui Direktorat Jenderal (Ditjen) Bina Pembangunan Daerah (Bangda) menggelar rapat progres kesiapan daerah dalam rangka menyambut Rapat Koordinasi Nasional (Rakornas) Peningkatan Penggunaan Produk Dalam Negeri (P3DN). Kegiatan dilakukan secara daring, Kamis (17/3/2022), dengan mengundang sejumlah perwakilan pemerintah daerah (pemda) dan kementerian/lembaga terkait. Adapun Rakornas tersebut merupakan bentuk dukungan terhadap Gerakan Nasional Bangga Buatan Indonesia (Gernas BBI).
Dalam sambutannya, Direktur Jenderal (Dirjen) Bina Bangda Kemendagri Teguh Setyabudi menjelaskan, Gernas BBI yang telah dicanangkan Presiden Joko Widodo pada 14 Mei 2020 merupakan upaya untuk menumbuhkan rasa bangga menggunakan dan mengonsumsi produk-produk dalam negeri.
“Sehingga dapat mendorong dan membangkitkan Usaha Mikro, Kecil, (dan) Menengah (UMKM), meningkatkan perekonomian nasional, serta mengurangi ketergantungan pada produk-produk impor,” katanya.
Melalui gerakan tersebut, lanjut Teguh, pada 2021 Gernas BBI menunjukkan hasil yang positif. Gerakan ini telah mendorong sebanyak 3,7 juta unit UMKM onboarding ke dalam platform online dari target sebanyak 2 juta unit UMKM. Pada tahun mendatang, prestasi ini diharapkan dapat kian meningkat, sehingga memberikan manfaat dan kesejahteraan yang lebih besar bagi para pelaku UMKM, serta mendorong perekonomian nasional.
“Oleh karena itu, keberhasilan pada tahun lalu harus dapat kita pertahankan dan tingkatkan dengan harapan sampai dengan tahun 2023 dapat mendorong 30 juta unit UMKM onboarding,” tuturnya.
Teguh menegaskan, terkait komitmen pemerintah dalam menggunakan produk lokal UMKM telah diamanatkan dalam Peraturan Presiden (Perpres) Nomor 12 Tahun 2021 tentang Perubahan atas Peraturan Presiden Nomor 16 Tahun 2018 tentang Pengadaan Barang/Jasa Pemerintah. Perpres tersebut merupakan wujud komitmen konkret pemerintah untuk menyukseskan Gernas BBI.
Selain itu, komitmen tersebut juga didukung dengan diterbitkannya Surat Edaran Bersama (SEB) antara Menteri Dalam Negeri (Mendagri) dan Kepala Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP) tentang Gerakan Nasional Bangga Buatan Indonesia pada Pengadaan Barang/Jasa di Lingkungan Pemerintah Daerah.
Dengan diterbitkannya SEB tersebut, Teguh mengimbau seluruh kepala daerah agar segera melakukan beberapa hal. Pertama, segera membentuk Tim P3DN paling lambat tiga bulan sejak SEB ditetapkan. Kedua, pemda agar mengalokasikan dan melaksanakan paling sedikit 40 persen dari nilai anggaran belanja barang/jasa yang dikelolanya untuk penggunaan produk UMKM atau Koperasi. Ketiga, meningkatkan transparansi dan akuntabilitas tata kelola pengadaan barang/jasa serta kemudahan dalam pengadaan barang/jasa melalui e-Katalog dan Toko Daring.
