KESBANG.COM, JAKARTA – Ketua DPR Setya Novanto untuk ketiga kalinya tidak memenuhi panggilan dari Komisi Pemberantasan Korupsi Korupsi (KPK) untuk menjalani pemeriksaan sebagai saksi untuk tersangka Anang Sugiana Sudihardjo dalam penyidikan kasus korupsi dalam pengadaan KTP-elektronik (KTP-e).

“Pagi ini, KPK menerima surat terkait dengan ketidakhadiran Setya Novanto sebagai saksi untuk tersangka Anang Sugiana Sudihardjo. Alasan yang digunakan adalah terkait izin Presiden,” kata Juru Bicara KPK Febri Diansyah di Jakarta, Senin.

Sebelumnya, dalam surat tertanggal 6 November 2017 yang ditandatangani oleh Pelaksana Tugas (Plt) Sekretaris Jenderal DPR RI ada lima poin yang pada pokoknya menyatakan Setya Novanto tidak dapat memenuhi panggilan KPK sebagai saksi. Menurut surat tersebut pemanggilan Setya Novanto harus dilakukan dengan izin tertulis dari Presiden Republik Indonesia.

Pada pemanggilan pertama, 30 November, Setya Novanto tidak memenuhi panggilan KPK untuk menyampaikan keterangan sebagai saksi untuk tersangka Anang Sugiana Sudihardjo karena ada kegiatan lain di daerah pada masa reses DPR RI.

Ketua Umum Partai Golkar itu pertama ditetapkan KPK sebagai tersangka kasus korupsi KTP-e pada 17 Juli 2017. Namun Pengadilan Negeri Jakarta Selatan pada 29 September mengabulkan gugatan praperadilan dia dan menyatakan penetapannya sebagai tersangka tidak sesuai prosedur. Pada 10 November dia kembali ditetapkan sebagai tersangka kasus tersebut.

Selaku anggota DPR RI periode 2009-2014, dia bersama-sama dengan Anang Sugiana Sudihardjono, Andi Agustinus alias Andi Narogong, Irman selaku Direktur Jenderal Kependudukan dan Pencatatan Sipil (Dirjen Dukcapil) Kementerian Dalam Negeri dan Sugiharto selaku Pejabat Pembuat Komitmen (PPK) Dirjen Dukcapil dan kawan-kawan diduga dengan tujuan menguntungkan diri sendiri atau orang lain atau suatu korporasi, menyalahgunakan kewenangan, kesempatan, atau sarana yang ada padanya karena jabatan atau kedudukan sehingga diduga mengakibatkan kerugian keuangan negara sekurangnya Rp2,3 triliun dari nilai paket pengadaan sekitar Rp5,9 triliun dalam pengadaan paket penerapan KTP-e tahun 2011-2012 di Kementerian Dalam Negeri.

KPK telah menetapkan Anang yang merupakan Dirut PT Quadra Solution sebagai tersangka dugaan kasus korupsi KTP-e pada 27 September 2017. PT Quadra Solution merupakan bagian dari konsorsium Percetakan Negara Republik Indonesia (PNRI) yang menjadi pelaksana proyek KTP-e. Konsorsium itu terdiri atas Perum PNRI, PT LEN Industri, PT Quadra Solution, PT Sucofindo, dan PT Sandipala Artha Putra.

Anang Sugiana Sudihardjo diduga dengan tujuan menguntungkan diri sendiri atau orang lain atau suatu korporasi menyalahgunakan kewenangan, kesempatan atau sarana yang ada padanya karena kedudukannya atau jabatannya sehingga diduga mengakibatkan kerugian negara sekurang-kurangnya Rp2,3 triliun dari nilai paket pengadaan sekitar Rp5,9 triliun dalam paket pengadaan KTP-e.
