Anggota Satgas Binmas Noken Operasi Rasaka dan Damai Cartenz dalam dalam melaksanakan tugas didaerah pegunungan harus mampu berinteraksi dg warga yg ada dipegunungan sehingga harus bisa menyesuaikan dg kebiasaan atau adat istiadat warga setempat, apabila warga setempat mempunyai kebiasaan memelihara babi anggota Satgas Binmas Noken juga harus mampu menyesuaikan sehingga dapat membantu menjadi peternak babi yang bersih, sehat dan berkwalitas.
Ada lima wilayah yang menjadi target operasi Damai Cartenz yaitu wilayah Yahukimo, Pegunungan Bintang, Intan jaya Nduga dan Puncak. Ke lima wilayah tersebut merupakan mayoritas memelihara babi atau beternak babi, masing masing wilayah menjalankan 7 program unggulan yaitu Program Koteka(Komunikasi dg Tokoh Elite Kamtibmas), Kasuari( Kesejahteraan Anak Negeri/Pertanian, Perkebunan, Peternakan dan Perikanan), Si ipar( Polisi pi ajar), Peka(Peduli Kamtibmas), Tifa( Torang insan faham Adat), Matoa(Milleneal Anak Papua) dan Keladi sagu(Kesehatan lambang diri serbaguna).
Selaras dengan Program Kasuari Satgas Binmas Noken Ketua Tim Supervisi dan Asistensi mengajak dan melihat langsung anggota Satgas Binmas Noken ke salah satu peternak babi hasil didikan BLK binaan Kepala Dinas Peternakan Propinsi untuk menambah wawasan beternak babi yang bersih, sehat dan berkwalitas.
Implementasi program program Satgas Binmas Noken perlu kerja keras dengan segenap stake holders maupun counterparts untuk bisa membangun sinergitas, baik perorangan (individu) maupun kelompok (institusi), sehingga mampu memberdayakan masyarakat untuk mengembangkan perekonomian diwilayah pegunungan melalui program Kasuari Satgas Binmas Noken(Pendidikan, Perikanan, Pertanian, Perkebunan, Peternakan dan Pengembangan Pariwisata serta pemberdayaan mamak mamak), “jelas Kakorbinmas Baharkam Polri
