*JAKARTA* – Ketua MPR RI sekaligus Wakil Ketua Umum Partai Golkar Bambang Soesatyo mengajak organisasi Cendekia Muda Nusantara untuk terlibat aktif dalam berbagai pergolakan pemikiran bangsa. Sehingga bisa memberikan sumbangsih pemikiran yang tajam bagi kemajuan bangsa dan negara. Antara lain, misalnya mengkaji dampak empat kali amandemen konstitusi yang salah satunya menghilangkan unsur Utusan Golongan dalam keanggotaan MPR RI, hingga mengkaji sistem politik dan pemilihan langsung yang dilakukan dari mulai tingkat pemilihan kepala desa, bupati/walikota, gubernur, legislatif, hingga presiden.
Dalam konteks keIndonesiaan, praktik kehidupan demokrasi dijiwai oleh sila keempat Pancasila yang mengamanatkan penegakan kedaulatan rakyat, serta melembagakannya dalam mekanisme permusyawaratan/perwakilan. Mengejawantahkan kedaulatan rakyat dalam lembaga perwakilan, idealnya dapat dimanifestasikan melalui beberapa jalur representasi. Antara lain representasi politik yang sudah terwadahi dalam DPR RI, representasi kedaerahan yang sudah terwadahi dalam DPD RI, serta representasi golongan/kelompok fungsional yang bisa terwadahi dalam Utusan Golongan.
“Sebelum perubahan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945, MPR terdiri terdiri dari anggota-anggota DPR ditambah dengan Utusan Daerah dan Utusan Golongan. Pasca amandemen, sesuai ketentuan pasal 2 ayat (1), MPR terdiri atas anggota DPR dan anggota DPD yang dipilih melalui pemilihan umum. Perubahan tersebut berdampak pada hilangnya unsur Utusan Golongan. Akibatnya, tidak heran jika kini banyak yang menilai bahwa gambaran ideal mengenai demokrasi partisipatoris yang melingkupi semua kelompok kepentingan belum sepenuhnya terpenuhi,” ujar Bamsoet usai menerima pengurus Cendekia Muda Nusantara, di Jakarta, Rabu (8/3/23).
Pengurus Cendekia Muda Nusantara yang hadir antara lain, Ketua Umum Afan Ari Kartika, Ketua Bidang Politik Muliansyah, Wakil Bendahara Umum Yuyun, serta para fungsionaris Andi Panjaitan, Yusuf dan Solagratia Mambai.
Ketua DPR RI ke-20 dan mantan Ketua Komisi III DPR RI bidang Hukum, HAM, dan Keamanan ini menjelaskan, pembentukan Utusan Golongan dalam lembaga perwakilan, sejatinya adalah amanat yang telah diwariskan sejak cita-cita awal kemerdekaan. Kehadiran Utusan Golongan secara prinsipil mengakomodir karakteristik rakyat Indonesia yang sangat plural dan heterogen. Dalam konteks kekinian, keberadaan Utusan Golongan dapat dipandang sebagai bagian dari ikhtiar untuk memenuhi keadilan peran politik secara menyeluruh. Sekaligus dapat menjadi penyeimbang peran dari keterwakilan politik yang dipegang DPR dan keterwakilan daerah yang berada di tangan DPD.
“MPR RI melalui Forum Aspirasi Konstitusi yang dipimpin Prof. Jimly Asshiddique, telah menyerap aspirasi terkait Utusan Golongan. Wacana menghidupkan kembali Utusan Golongan dalam keanggotaan MPR RI, pernah disuarakan Pimpinan Pusat Muhammadiyah, Pengurus Besar Nahdlatul Ulama, Majelis Tinggi Agama Konghucu (MATAKIN), Perwakilan Umat Buddha Indonesia (Walubi), Keraton/Kerajaan se-Nusantara, dan berbagai kelompok masyarakat lainnya,” jelas Bamsoet.
Wakil Ketua Umum Pemuda Pancasila dan Kepala Badan Hubungan Penegakan Hukum, Pertahanan dan Keamanan KADIN Indonesia ini menambahkan, Cendekia Muda Nusantara juga harus terlibat mengkaji sejauh mana efektifitas penerapan Pilkada Langsung dalam kehidupan Demokrasi Pancasila. Termasuk mengkaji langkah apa saja yang perlu dilakukan untuk semakin menekan money politic dan high cost politic dalam Pileg dan Pilpres Langsung.
Mekanisme Pilkada dan Pileg berbeda dengan Pemilihan Presiden yang oleh konstitusi diamanatkan agar dipilih langsung oleh rakyat. Sebagaimana tercantum dalam pasal 6A ayat (1) bahwa Presiden dan Wakil Presiden dipilih dalam satu pasangan secara langsung oleh rakyat. Untuk PIlkada, amanat konstitusi dalam pasal 18 ayat 4 UUD NRI 1945 menyatakan bahwa gubernur, bupati, dan walikota masing-masing sebagai kepala pemerintah daerah provinsi, kabupaten, dan kota dipilih secara demokratis.
“Sedangkan untuk Pileg, konstitusi mengamanatkan dalam pasal 19 ayat (1) bahwa Anggota Dewan Perwakilan Rakyat dipilih melalui pemilihan umum. Cendekia Muda Nusantara dan berbagai kelompok akademisi lainnya bisa mengkaji tafsir terhadap konstitusi tersebut, apakah bisa mengembalikan pemilihan kepala daerah melalui DPRD ataupun Pileg dengan sistem tertutup seperti dahulu. Sehingga dapat meminimalisir terjadinya korupsi, money politic, dan high cost politic. Dengan demikian bisa menyelamatkan Demokrasi Pancasila agar tidak terjebak dalam demokrasi angka-angka yang menjurus kepada demokrasi komersialisasi dan kapitalisasi, dan berujung kepada oligarki,” pungkas Bamsoet.
