Jakarta – Kementerian Dalam Negeri (Kemendagri) menggelar Rapat Koordinasi (Rakor) Pemanfaatan Dana Otonomi Khusus (Otsus) Papua terkait Pemberian Beasiswa Unggul Papua di Ruang Sidang Utama (RSU) Kantor Pusat Kemendagri, Jakarta. Rapat yang dipimpin langsung oleh Wakil Menteri Dalam Negeri (Wamendagri) John Wempi Wetipo tersebut berlangsung pada Rabu (12/4/2023).

Rakor tersebut bertujuan mencari solusi permasalahan pembayaran Beasiswa Mahasiswa Papua (Siswa Unggul Papua). Rapat mengundang seluruh Gubernur dan Sekda Provinsi di Papua. Rapat juga mengundang perwakilan dari Kemendagri, Kementerian Keuangan, Kementerian Perencanaan Pembangunan (PPN)/Badan Perencanaan Pembangunan (Bappenas), dan Sekretariat Wakil Presiden (Setwapres). Rapat ini juga dihadiri orang tua murid penerima beasiswa dari perwakilan provinsi.

“Rakor ini dilaksanakan dengan tujuan untuk mencari solusi berbagai permasalahan terkait dengan beasiswa mahasiswa Papua,” ucap Wamendagri.

Rapat kali ini merupakan agenda terakhir dalam mencari solusi terbaik mengenai persoalan beasiswa mahasiswa Papua. Setelah itu, sejumlah pihak terkait dapat menjalankan kesepakatan yang diputuskan dari hasil rapat.

Senada dengan Wamendagri, Direktur Jenderal (Dirjen) Bina Keuangan Daerah (Keuda) Kemendagri Agus Fatoni menyampaikan, pemerintah sangat serius mencari solusi dan melakukan fasilitasi dalam penyelesaian permasalahan beasiswa Papua.

“Sudah berkali-kali dilaksanakan rapat, dilakukan pertemuan, bahkan hampir setiap minggu dilaksanakan rapat,” tambah Fatoni.

Fatoni menguraikan, beberapa kali rapat telah digelar. Rapat dilakukan dengan melibatkan kementerian/lembaga terkait, seperti dengan Kementerian Koordinator Bidang Politik Hukum dan Hak Asasi Manusia (Kemenko Polhukam), Kementerian Luar Negeri (Kemenlu), Kemenkeu, Bappenas, hingga Setwapres.

Rapat juga digelar dengan melibatkan Dewan Perwakilan Rakyat Papua (DPRP), Pemerintah Provinsi Papua, Pemerintah Kabupaten dan Kota di Papua, serta Pemerintah Provinsi di Daerah Otonom Baru (DOB) dan dengan penyelenggara beasiswa.

Hingga akhirnya, semua pihak yang hadir menyepakati hasil rapat sebagai solusi keberlanjutan beasiswa mahasiswa Papua.

Kesepakatan rapat di antaranya, pembayaran utang atau tunggakan beasiswa (Siswa Unggul Papua) tahun 2022 menjadi tanggung jawab Pemerintah Provinsi Papua yang dibebankan pada APBD Provinsi Papua Tahun Anggaran 2023 dan diselesaikan paling lambat satu bulan sejak 12 April 2023.

Kemudian, keberlanjutan pembiayaan beasiswa (Siswa Unggul Papua) dialokasikan pada APBD Tahun Anggaran 2023 dan tahun anggaran selanjutnya menjadi tanggungjawab Pemerintah Provinsi Papua, Pemerintah Provinsi Papua Pegunungan, Pemerintah Provinsi Papua Selatan, Pemerintah Provinsi Papua Tengah, Pemerintah Provinsi Papua Barat, dan Pemerintah Provinsi Papua Barat Daya sesuai data yang telah diverifikasi dan divalidasi bersama.

Sementara itu, tindak lanjut pembayaran tersebut dilaporkan kepada Menteri Dalam Negeri melalui Inspektur Jenderal Kemendagri dan Dirjen Bina Keuda Kemendagri.

Berita acara hasil rapat ditandatangani oleh Wamendagri, Dirjen Bina Keuda, Deputi Bidang Dukungan Kebijakan Pemerintahan dan Wawasan Kebangsaan Velix Wanggai, Plh. Gubernur Papua Muhammad Ridwan Rumasukun, Pj. Gubernur Papua Tengah Ribka Haluk, Pj. Gubernur Papua Barat Daya Mohammad Musa’ad, Pj. Sekda Provinsi Papua Pegunungan Sumule Tumbo, Pj. Sekda Provinsi Papua Tengah Valentinus Sudarjanto Sumito, dan Pj. Sekda Provinsi Papua Selatan Maddaremmeng.

Selanjutnya berita acara tersebut juga ditandatangani oleh Plh. Sekda Pemprov Papua, Kepala Badan Pengembangan Sumber Daya Manusia, Plh. Direktur Penataan Daerah Otonomi Khusus dan Dewan Perimbangan Otonomi Daerah, Plh. Direktur Perencanan Anggaran Daerah, Pengawas Utama Inspektorat Jenderal Kemendagri, dan Kabid Pembinaan Tenaga Pendidik, Kependidikan, dan Penyelenggaraan Tugas Pembantuan Dinas Pendidikan dan Kebudayaan Provinsi Papua Barat.
