Bawaslu: Politik Uang Dapat Dilaporkan Saat Pemungutan

KESBANG.COM, KUPANG – Ketua Badan Pengawas Pemilihan Umum (Bawaslu) RI, Abhan, mengatakan laporan dugaan praktek politik uang yang dilakukan oknum tertentu dalam pemilihan kepala daerah (Pilkada) dapat dilakukan selambat-lambatnya pada hari pemungutan suara.

“Mulai Pemilu mendatang, dugaan politik uang secara terstruktur, sistematis, dan masif (TSM) dapat dilaporkan selambat-lambatnya pada saat hari H pemungutan,” kata Abhan di Kupang, Rabu.

Ia mengatakan hal itu terkait perubahan Peraturan Bawaslu (Perbawaslu) Nomor 13 Tahun 2016 mengenai laporan masyarakat terhadap adanya dugaan politik uang dalam Pilkada.

Aturan terkait pelaporan dugaan politik uang tersebut, lanjutnya, telah direvisi Bawaslu RI dan tinggal menunggu proses penomoran yang dilakukan Kementerian Hukum dan HAM (Kemenkumham).

Ia menjelaskan, dalam Perbawaslu sebelumnya praktik politik uang secara TSM dapat dilaporkan selambat-lambatnya 60 hari sebelum hari pemungutan.

Menurutnya, aturan tersebut tidak efektif karena biasanya kejadian politik uang TSM dilakukan pada saat masa tenang Pilkada atau beberapa hari sebelum hari pemungutan yang dikenal dengan istilah serangan subuh dan sebagainya.

“Kalau dibatasi laporan 60 hari sebelum pemungutan maka tidak ada artinya itu sehingga kami revisi, jadi Pilkada mendatang politik uang dapat dilaporkan selambat-lambatnya hari H pemungutan,” katanya.

“Selanjuntnya seandainya ada kejadian (politik uang) pada masa tenang hari H pemungutan masih bisa dilaporkan masyarakat,” katanya.

Menurutnya, sanksi yang diberikan terhadap pelanggaran politik uang cukup berat berupa diskualifikasi yang diproses Bawaslu di tingkat provinsi.

“Apa yang dilaporkan masyarakat itu tidak selamanya jadi laporan formal, tapi informasi itu sangat berharga bagi kami dan Panwas punya kewajiban menindaklanjuti seluruh informasi dari masyarakat apapun itu,” katanya. (ant)
