Mendag: Barang Digital oleh Dikenakan Bea Masuk

JAKARTA – Menteri Perdagangan Enggartiasto Lukita mengatakan barang digital (digital goods) dan barang tidak berwujud (intangible goods) yang dikirim melalui transmisi elektronik boleh dikenakan bea masuk.

“Hasil yang ditransmit `goods`-nya, apakah itu bentuk barang, bentuk buku, itu kita tidak mau terikat. Jadi kita boleh kenakan bea, dan itulah kesepakatan yang dicapai pada waktu di WTO (Organisasi Perdagangan Dunia),” kata Enggartiasto ditemui di kompleks Kementerian Koordinator Bidang Perekonomian, Jakarta, Kamis.

Posisi tersebut, lanjut dia, menunjukkan sikap Indonesia di WTO yang tidak menginginkan barang digital dan barang tidak berwujud termasuk di dalam impor yang tidak dikenakan bea.

“Artinya terserah kebijakan masing-masing negara, itu dulu. Saya tidak ingin diikat bahwa itu masuk di dalam tidak dikenakan bea, dan itu sudah setuju. Ya kita bersikap itu, negara lain mau ikut ya ikut,” ucap Enggartiasto.

Mengenai kapan penerapan pengenaan bea masuk untuk barang digital dan barang tidak berwujud yang dikirim melalui transmisi elektronik, Menteri Perdagangan menyerahkan keputusan tersebut kepada Kementerian Keuangan.

Dalam kesempatan yang sama, Wakil Menteri Keuangan Mardiasmo mengaku pihaknya sedang membahas mengenai kebijakan bea masuk tersebut dalam kaitannya dengan skema perdagangan elektronik (e-commerce).

“Kami akan mencoba melihat finalisasinya dengan Direktorat Jenderal Bea Cukai (DJBC). Mestinya yang dikenai tidak hanya `intangible`, tetapi `tangible` (berwujud) juga. Kami akan coba finalisasi lagi,” ucap Mardiasmo.(Lutfi/Ant/Foto:Ist)
