Pesawaran – Sekretaris Jenderal (Sekjen) Kementerian Dalam Negeri (Kemendagri) Suhajar Diantoro menegaskan, demokrasi konstitusional harus menjadi dasar dalam berpemerintahan. Pesan itu disampaikannya saat memberi sambutan pada kegiatan Bimbingan Teknis (Bimtek) Penyusunan Program Laporan Penyelenggaraan Pemerintahan Daerah (LPPD) di Lingkungan Pemerintah Kabupaten (Pemkab) Pesawaran yang berlangsung di Aula Pemkab Pesawaran, Jumat (23/9/2022).

Dia mengatakan, demokrasi konstitusional merupakan pertemuan antara kedaulatan rakyat dengan kedaulatan hukum. Hal ini perlu menjadi pedoman bagi Aparatur Sipil Negara (ASN) dalam menjalankan tugasnya. Dia menegaskan, ASN memiliki tugas sebagai pelayan masyarakat. Apa pun jabatan yang diemban, sesungguhnya ASN berperan untuk mengurus rakyat.

“Hanya kedaulatan hukum yang bisa membatasi kedaulatan rakyat, bukan kekuasaan,” ujar Pelaksana Harian (Plh) Direktur Jenderal (Dirjen) Otonomi Daerah (Otda) Kemendagri tersebut.

Suhajar menegaskan, demokrasi konstitusional menempatkan rakyat sebagai pihak yang paling berdaulat. Karenanya, rakyat perlu diposisikan sebagai inspirasi dan kriteria dalam pembangunan. “Pada saat Anda (ASN) akan melakukan sesuatu, Anda harus berpikir apakah ini bermanfaat untuk rakyat, dan apakah yang saya kerjakan ini dapat mencapai salah satu tujuan dari empat tujuan bernegara?” ujarnya.

Dalam mengelola kedaulatan rakyat, pemerintah Indonesia menerapkan sistem desentralistik. Hal ini, kata Suhajar, harus dipahami oleh seluruh ASN, baik yang berstatus pejabat maupun staf. Terlebih, politik desentralisasi merupakan strategi untuk mencapai tujuan bernegara sejak berjalannya reformasi.

“Jadi kita seperti ini, harus dipahami, karena kalau kita tidak memahami ini kita tidak tahu bertata krama berpemerintahan dan tata cara berpemerintahan,” terangnya.

Suhajar mengakui telah banyak layanan kepada masyarakat yang dilakukan dengan baik, salah satunya melalui pemanfaatan teknologi. Meski hal itu diakui belum sepenuhnya diterapkan secara merata di seluruh wilayah Indonesia. Karena itu, pemerintah daerah termasuk di tingkat kabupaten perlu terus berupaya mewujudkan pelayanan publik yang lebih cepat, murah, dan mudah.

Hal ini dapat dilakukan salah satunya dengan memperkuat sumber daya manusia (SDM). Selain itu, perlu juga membangun budaya kerja yang mengacu pada core values ASN BerAKHLAK (Berorientasi Pelayanan, Akuntabel, Kompeten, Harmonis, Loyal, Adaptif, dan Kolaboratif). Dia menekankan, hal itu penting untuk mencapai visi dan misi masing masing Daerah(Puspen Kemendagri)
