Sejalan Dengan Komisi 2 DPR, Kemdagri Proses PNBP Untuk Dukcapil

Jakarta – Pelayanan administrasi kependudukan (Adminduk) di Ditjen Dukcapil Kementerian Dalam Negeri difasilitasi oleh SIAK Terpusat. Pelayanan Adminduk ini menghasilkan output berupa 24 dokumen penduduk dan database kependudukan.

Database hasil operasionalisasi Sistem Informasi Administrasi Kependudukan (SIAK) Terpusat ini, dikelola oleh Ditjen Dukcapil dan dimanfaatkan oleh 4.962 lembaga pengguna (user) yang telah menandatangani perjanjian kerja sama dengan Dukcapil.

“Semua ini memerlukan dukungan perangkat keras yang terdiri dari server, storage dan perangkat pendukung yang memadai,” kata Dirjen Dukcapil Zudan Arif Fakrulloh dalam keterangan resmi di Jakarta, Selasa (13/4/2022). Lalu

Keterangan resmi Dirjen Dukcapil ini menjawab berita yang beredar terkait pernyataan Wakil Ketua Komisi II DPR RI Luqman Hakim. Anggota DPR RI No 22 dari Fraksi PKB ini mengungkapkan, hampir 200 juta data kependudukan di Kemendagri terancam hilang. Penyebabnya, perangkat keras ratusan server yang dikelola data center Dukcapil sudah berusia terlalu tua.

Dirjen Zudan menyampaikan ucapan terima kasih atas dukungan dan atensi dari Komisi 2 khususnya dari Bapak Luqman Hakim Wakil Ketua Komisi 2. Zudan membenarkan, perangkat keras tersebut rerata usianya sudah melebihi 10 tahun. Selain itu, sudah habis masa garansi. Spare part perangkat itu pun sudah tidak diproduksi lagi (end off support/end off life). Memang sudah saatnya server server ini diremajakan agar pelayanan publik menjadi lebih baik dan menjaga pemilu presiden dan pilkada serentak 2024 agar bisa berjalan baik dari sisi penyedian daftar pemilih.

“Semuanya belum dilakukan peremajaan dan penambahan perangkat karena belum tersedia anggaran. Saat ini sebanyak 273 juta data penduduk terjaga baik, aman, sudah ada back up data di DRC Batam dan Storagenya masih relatif baru dengan kapasitas yang mencukupi” kata Dirjen Zudan.

Lebih jauh Zudan menjelaskan, untuk menjaga keberlangsungan sistem tetap berjalan, Ditjen Dukcapil mendapatkan dukungan hibah perangkat dari sejumlah lembaga pengguna yang telah banyak memanfaatkan database Ditjen Dukcapil berbasis nomor induk kependudukan (NIK). Para user itu antara lain Bank Mandiri, BRI, BCA, BNI, Pegadaian, Bank Syariah Indonesia dan lembaga pengguna lainnya. Dukcapil sangat terbantu oleh hibah CSR dari berbagai lembaga pengguna ini.

Sejalan dengan itu, lanjut Zudan, Kemendagri sedang mengajukan alternatif pendanaan melalui Bappenas dan World Bank.

Kemendagri juga sedang menyusun regulasi tentang Pendapatan Negara Bukan Pajak (PNBP) layanan pemanfaatan data adminduk oleh user yang saat ini sudah memasuki tahap paraf koordinasi antar K/L. Mendagri Tito Karnavian sudah menyetujui dan memaraf draf RPP PNBP.

“Dari PNBP ini diharapkan dapat membantu Ditjen Dukcapil dalam melakukan pemeliharaan dan pengembangan sistem dalam jangka panjang,” kata Dirjen Dukcapil Zudan Arif Fakrulloh.
