Susun Regulasi Turunan UU IKN, Mendagri Serap Aspirasi Jajaran Eksekutif dan Legislatif di Kaltim

Balikpapan – Menteri Dalam Negeri (Mendagri) Muhammad Tito Karnavian menyerap aspirasi dari jajaran eksekutif dan legislatif yang ada di daerah Kalimantan Timur (Kaltim). Aspirasi itu dibutuhkan untuk menyusun regulasi turunan dari Undang-Undang (UU) tentang Ibu Kota Negara (IKN) berupa Peraturan Pemerintah (PP) yang tengah disusun oleh Kementerian Dalam Negeri (Kemendagri).

Upaya menyerap aspirasi itu dilakukan Mendagri melalui Rapat Koordinasi (Rakor) bersama Gubernur Kaltim Isran Noor, bupati/wali kota se-Kaltim, beserta sejumlah jajaran DPRD setempat. Rakor berlangsung di Kantor Wali Kota Balikpapan, Kamis (17/2/2022).

“Salah satu turunannya (PP) adalah mengenai kewenangan dari Ibu Kota Negara ini karena statusnya yang khusus,” ujar Mendagri saat memberikan keterangan pers usai Rakor.

Kekhususan yang dimaksud Mendagri yakni sistem pemerintahan IKN yang dibentuk setingkat provinsi, dengan dipimpin oleh kepala otorita setara menteri yang ditunjuk presiden. Namun, status Kepala Otorita IKN ini berbeda dengan yang disandang Kota Batam, yang hanya berkaitan dengan pembangunan infrastruktur. Sedangan Kepala Otorita IKN bertugas membangun infrastruktur dan melakukan operasional pemerintahan, sekaligus pembinaan terhadap masyarakat.

Mendagri menuturkan, untuk mempercepat pembangunan di kawasan IKN, kepala otorita harus diberikan kewenangan yang luas sepanjang tidak bertentangan dengan UU. Kewenangan itu berkaitan dengan urusan pemerintahan konkuren yang didelegasikan kepada pemerintah daerah.

“Nah, untuk itu saya tentu harus berkomunikasi dengan eksekutif maupun legislatif di jajaran Kaltim baik tingkat provinsi, kabupaten/kota yang terkait wilayahnya dan bertetangga dengan Ibu Kota Negara Nusantara,” ujar Mendagri.

Dalam Rakor tersebut, pada prinsipnya gubernur, bupati/wali kota, maupun jajaran DPRD setempat, mendukung penuh langkah percepatan pembangunan IKN. “Saya lihat komitmen (dukungan) yang sangat kuat sekali,” terang Mendagri.

Selain itu, sejumlah peserta Rakor juga memberi masukan terhadap pembangunan IKN. Masukan itu misalnya, terkait harapan mereka agar daerah di sekitar tetap diperhatikan selama pembangunan IKN berlangsung. Hal ini agar tidak terjadi kondisi pembangunan yang jomplang antara IKN dengan daerah sekitar.

Di lain sisi, Mendagri menegaskan, pihaknya akan berupaya segera merampungkan PP turunan dari UU tentang IKN tersebut. Dengan demikian, regulasi tersebut dapat segera disosialisasikan kepada daerah.

“Sambil jalan tetap komunikasi dengan jajaran di Kalimantan Timur,” tandas Mendagri.
