Penjabat Gubernur Sulawesi Barat, Akmal Malik bertekad untuk mendorong pembangunan di wilayah yang kini dipimpinnya tepat sasaran. Karena itu setiap program pembangunan harus direncanakan dengan matang. Harus didukung data yang valid. Tidak asal-asalan.

” Maka sangat penting data yang valid, reliabel, dan mutakhir
dalam perencanaan pembangunan yang tepat sasaran,” kata Akmal saat mengelar pertemuan dalam rangka konsolidasi dengan jajaran Forkopimda Provinsi Sulawesi Barat.

Menurut Akmal, pertemuan konsolidasi dengan jajaran Forkopimda Provinsi Sulawesi Barat akan jadi agenda rutinnya selama memimpin Sulbar. Diharapkan, dengan pertemuan itu, tercipta sinergi antar seluruh pemangku kebijakan di Sulbar. Selain memang jadi forum silahturahmi. Sehingga, segala potensi yang dimiliki baik itu sumber daya alam maupun sumber daya manusianya, bisa disinergikan. Saling mendukung. Dengan begitu kendala dan hambatan bisa dikenali. Lalu dirumuskan solusinya secara komperhensif.

Akmal mencontohkan, Sulbar sebagai wilayah yang rawan bencana. Maka dalam program pembangunan terkait kebencanaan, mesti ada kegiatan terkait yang benar-benar direncanakan dengan baik. Sehingga, program tersebut bermanfaat bagi masyarakat. Serta bisa mendorong tumbuhnya kesadaran di tengah masyarakat akan pentingnya mitigasi bencana.

“Karena itu sangat perlu sekali pelatihan gladi bencana yang dilakukan bersama antara
TNI dan BPBD serta elemen terkait,” ujarnya.

Akmal menyadari, tugasnya sebagai penjabat Gubernur Sulbar itu tak ringan. Apalagi jika melihat fakta yang ada, dari identifikasi masalah dan kendala yang dihadapi setiap organisasi perangkat daerah yang ia lakukan, serapan anggaran sampai Juni 2022 masih kurang dari 50 persen. Tentu ini harus jadi perhatian serius.

“Perlu dilakukan langkah taktis dengan membentuk tim,” katanya.

Tidak hanya itu, Akmal Malik juga mengingatkan pentingnya dialog dengan masyarakat, ketika terjadi permasalahan dalam program pembangunan yang dilakukan di Sulbar. Aspirasi masyarakat harus di dengar. Jangan pula alergi dengan Kritik. Dengan dialog tersebut, setidaknya bisa dicari akar dari permasalahan yang muncul. Sehingga bisa dicarikan solusi yang bisa diterima masyarakat.

Ia contohkan, ketika muncul permasalahan terkait dengan pembangunan PLTA Kalumpang di Kabupaten Mamasa yang mendapat resistensi warga dari Forum Masyarakat Kalumpang Raya dikarenakan PLTA berada di area situs sejarah. Ia pun memutuskan untuk membuka dialog dengan Forum Masyarakat Kalumpang Raya. Suara dari warga yang menolak PLTA harus didengarkan. Selain juga harus dijelaskan duduk perkara dari pembangunan PLTA itu sehingga masyarakat atau warga paham seperti apa faktanya, bahwa pembangunan PLTA Kalumpang itu merupakan PMA dengan izin dari
pemerintah pusat.

Menurutnya terkait permasalahan itu, sampai saat ini Pemprov Sulbar belum mengeluarkan izin lingkungan pembangunan PLTA. Ini yang kemudian dijelaskan kepada warga yang menolak. Yang pasti, aspirasi masyarakat harus didengar. Karena bagiamana pun pemerintah bergerak demi masyarakat. Agar clear, pihak Pemprov akan mengundang perusahaan yang membangun PLTA tersebut. Sehingga kedua pihak bisa didengar suaranya. Tentunya, juga dengan melibatkan pihak dari DPRD sebagai wakil rakyat dan juga para tokoh masyarakat serta pihak Pemkab Mamasa. Semua akan duduk bersama.

“Apalagi semua izinnya ada di pusat. Jadi posisi kami wajib melindungi masyarakat adat dan kami wajib melindungi situs budaya di sana,”kata Akmal.
